A finished garage and a legal bedroom aren't the same project. National guides price garage conversions mostly by finish level. Angi puts the 2026 national average at "$16,474" and says "Most homeowners pay between $6,003 and $27,348."
In Los Angeles, two other things tend to move the price more than flooring or fixtures: what you're permitting the space as (an extra room, a suite, or an ADU), and whether your garage can meet the code for living space without major work. This guide covers the national numbers first, then the LA rules that decide what you can actually build.

Size matters about as you'd expect. Angi says "A typical one-car garage at 240 square feet costs around $9,600 to fully finish. A standard two-car garage at 440 square feet runs around $17,600 to fully finish." HomeAdvisor puts one-car conversions at $6,000 to $18,000 and two-car conversions at $11,000 to $33,000. In our experience, LA labor and permit costs put local projects toward the upper half of these ranges.
Cost by what you're building
The use you choose sets the scope. Here's how the guides break it down:
- Office or rec room. Angi puts an office at around $5,000 and an entertainment room at around $7,500.
- Bedroom. HomeGuide says "The cost to convert a garage to a bedroom is $5,000 to $17,000." Angi puts a simple bedroom at around $12,000.
- Suite with a bathroom, or an apartment. HomeGuide puts an apartment or in-law suite at "$20,000 to $100,000+," and Angi puts an in-law or guest suite at "$20,000 to $50,000 on average."

Angi says a garage conversion "typically takes between four and eight weeks, depending on the garage's size and the project's complexity." In our experience, the biggest single jump in cost is adding a bathroom, because the drain usually has to run through the garage slab to the sewer line.

A full bathroom costs more than the plumbing line above suggests. Angi puts rough-in plumbing for a new bathroom at "$6,500, with most homeowners spending between $3,000 and $20,000." Power can add up too: a garage that becomes a bedroom or suite may need more capacity than the house has. HomeGuide puts a 200-amp panel upgrade at "$1,300 to $1,600, or between $1,800 and $2,500 if a new service panel is required," and our electrical panel upgrade cost guide covers LA pricing. HomeAdvisor notes that labor "make up roughly 50% to 60% of the overall project cost."
Converting a garage to living space: the code items that decide it
This is where a cheap conversion becomes an expensive one. LADBS publishes a bulletin for converting an existing detached structure, such as a garage, into an ADU, and its requirements show what the building department looks for. In our experience, a garage turned into a bedroom attached to the house faces many of the same questions.
Ceiling height. The bulletin says "A minimum ceiling height of 7 feet shall be provided throughout." In our experience, most LA garages clear that. The problem is a garage with a low ceiling, or one where a raised floor to fix a sloped slab eats the headroom.
An escape window for bedrooms. The bulletin requires emergency escape openings from every sleeping room, with "a minimum clear height of 24 inches, a minimum clear width of 20 inches, and a minimum openable area of 5 square feet." A garage that sits on the property line may have no wall where a window like that is allowed.
The slab and the foundation. The bulletin says footings must be at least "12 inches" below grade and that "Concrete foundation walls shall extend a minimum of 8 inches above the finished grade adjacent to the foundation." Many older garage slabs sit nearly level with the driveway and slope toward the door. In our experience, fixing that means a raised subfloor, a new curb along the old door opening, or new concrete.
Walls near the property line. For detached conversions, the bulletin says exterior walls less than 5 feet from the property line of a non-sprinklered conversion "shall be 1-hour fire-resistance rated construction." That usually means new fire-rated drywall and limits on openings in that wall.
Light, air and energy. In our experience, habitable rooms also need enough window area for daylight and fresh air, and turning an unheated garage into heated living space brings in the state energy code, so insulation, windows and the heating system need to be documented on the plans.
The LA parking question
This is the part most cost guides skip, and it can decide what you build. LA City Planning's zoning code summary lists "2 covered spaces per dwelling unit" for most single-family zones such as RS, R1 and RE, a requirement that comes from LAMC Section 12.21. In our experience, that parking is expected to sit in a garage or other covered structure on the same lot. So a garage turned into an extra bedroom or family room can take away parking the City counts as required. In our experience, that can mean building replacement covered parking somewhere else on the lot, which can cost as much as the conversion. That tradeoff matters for resale too, even though Angi says a garage conversion "typically adds value to your home since you're increasing the amount of liveable square footage." When a garage is converted to an ADU instead, state law says the local agency cannot require you to replace those parking spaces; our ADU cost guide covers that rule. Property tax and unpermitted conversions
Property tax. A conversion is new construction for tax purposes. The Board of Equalization lists "Conversion of a garage, unfinished basement, or attic into a living area" as an example. In our experience, the reassessment is on the value the conversion adds, not the whole house, but it's worth budgeting for.
Already converted without a permit? For older units, LADBS runs a streamlined path under a state law, AB 2533. Its bulletin says "AB 2533 establishes an amnesty program for homeowners to permit previously unpermitted ADU/JADUs constructed before January 1, 2020." It also warns that "Third-party inspections are for the homeowner's information only; they do not resolve or exempt the homeowner from the required permit(s) and inspection(s) by LADBS." In our experience, garage conversion bids vary most on what they leave out. Before comparing prices, make sure each bid says:
- What the space will be permitted as: extra room, suite, or ADU.
- How the slab will be handled: leveled, raised, or replaced, and how the old door opening is closed.
- Whether windows meet the escape-window size for a bedroom.
- Plumbing: where the drain runs and how it reaches the sewer line.
- Electrical: new circuits, and whether the panel needs an upgrade.
- Heating and cooling, insulation and the energy paperwork.
- Plans, permits and who deals with LADBS.
